EU and Ukraine finalise €90 billion loan agreement
The European Union and Ukraine have finalised the loan agreement text and submitted a draft ratification bill to the Verkhovna Rada, registered as No. 0376 on 28 May 2026. A memorandum of understanding was signed in Brussels on 20 May and the loan agreement was signed on 27 May. Approval by the Ukrainian parliament and subsequent ratification by 24 EU member states under an enhanced cooperation mechanism will permit disbursement of a €90 billion loan for 2026–2027. Sources cited by European Pravda expect the first macro-financial assistance tranche of €3.2 billion to reach Ukraine's treasury around mid-June.
